§ 10-31. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Carnival/festival means an aggregation of attractions consisting of, but not limited to, shows, acts, games, vending devices, amusement rides, and/or food or drink services temporarily set up or conducted in a location accessible to the public for the purpose of entertainment or amusement.

    Parade means a group of persons with or without animals or vehicles in a public procession or march in or upon city-owned parks, streets, sidewalks, or other property designated by the city as public ground.

    Parks and public grounds means all property owned by the city whose use is dedicated to the general public for recreational and other purposes. Such property includes streets, sidewalks and parking lots of the city when used for other purposes than vehicle and pedestrian traffic, and city-owned parks and recreational facilities.

    Show and entertainment means any activity that is performed or acted out by humans and/or animals for the purpose of amusing an audience and/or holding their interest.

    Special event means any activity, including but not limited to block parties, carnivals, festivals, parades or shows, which take place upon property designated as parks and/or public grounds owned, operated and/or leased by the city and which are not dedicated or devoted to another and inconsistent public use.
